When it comes to facial tissue brands, there are lots to choose from. One thing that helps people to make a decision is finding out where the tissues are made. So, I’ll be taking a look at companies that offer facial tissues made in the USA.
Can You Buy Facial Tissues Made in the USA? (The Short Answer)
After an extensive search for American made facial tissues, I found 2 brands that offer them. They are Puffs and Angel Soft.
American Made Facial Tissues (Here Are Your Options)
Now that we know which companies offer American made facial tissues, let’s look at each one in more detail.
Puffs
Puffs is a tissue company that operates under Procter & Gamble. Puffs’ facial tissues hit the shelves in the 1960s. Since it launched its first line of tissues, Puffs has perfected its craft and now offers a wide range of facial tissues, some include lotions and eucalyptus to help with dry skin and runny noses.
Puffs’ tissues use pulp that is elemental chlorine-free, which means that they have no harsh chemicals making them ideal for kids and grown-ups alike.
As for its manufacturing location, Puffs tissues are made in the US. According to an Amazon listing by the official Puffs company, its products are 100% made in the USA. The company’s tissues are made at a facility in Cincinnati, Ohio.

Angel Soft
Angel Soft was founded in 1987. It is mostly known as a toilet roll manufacturer, but it also makes a couple of lines of facial tissues. The company has a rich history. Here’s a link where you can see how the company came to be what it is today.
Angel Soft’s tissues are made by Georgia-Pacific which in turn is owned by Koch Industries. Its facial tissues are made at facilities throughout Northeast Wisconsin and at a large facility in Northeast Florida.

Honorable Mentions
I came across a couple of companies that manufacture some facial tissues in the USA. However, I couldn’t find out which products are American made, so they get an honorable mention. Here’s what I found.
Scotties
Founded in 1955, Scotties is a well-known tissue company in both the US and Canada. There are 2 Scotties companies, one in Canada and one in the US. According to Scotties’ Wikipedia page, Scotties was sold to Irving Tissue in the US, while the Canadian version operates under Kruger Products.
According to Scotties’ official website, its facial tissues are made in North America by Irving Consumer Products Inc. It is a family-owned company that works to manufacture its tissues in an environmentally sustainable way.
Irving Consumer Products Inc. operates 5 tissue manufacturing plants in Canada and 2 in the US. You can see all of its locations in the image below.
Unfortunately, I couldn’t find anything that explicitly states Scotties’ tissues are made in the USA. However, evidence does seem to suggest that some of its tissues are American made.
Irving Consumer Products manufactures tissues for two brands; Royale and Scotties. On the company’s brand page on its website, it has the Canadian flag in the image for Royale and the US flag in the Scotties’ image, which suggests that Scotties’ tissues are more than likely made in the US.

Kleenex
Kleenex is the most well-known facial tissue manufacturer on the planet. It was founded in 1924 and is owned by the Kimberly-Clark company. Kleenex’s products are manufactured in 78 countries, making it a very far-reaching company.
Since it manufactures tissues in 78 different countries, you’d be forgiven for thinking it would be impossible to find out which of its tissues are made in North America. Thankfully, the Kleenex website clearly states that the tissues that are sold in the US are made in facilities in the US and Canada.
Unfortunately, I couldn’t find a way of telling which tissues are made in Canada and which are made in the US. Here’s a link to Kleenex’s website for those wanting to take a look for themselves.
